SCA President Mike Jurkowski
opened the meeting by thanking the 31 people in attendance. Mike
gave the following updates:
- The lighting of the
Stoneybrooke entrance walls has hit a snag as land rights needs
cannot be met. Thus, Dominion Virginia power will not be able
to bring power to the walls needed for the lighting. The SCA return
to investigating solar power.
- He invited anyone
not receiving his periodic emails to contact him with their email
address.
- Mike introduced Bernie
Tabarini, SCA Treasurer, who’s update indicated that the
SCA bank account has a balance of $5,978.74 as of August 31, 2006.
Bernie also said that invoices for 2006-2007 dues would be out
soon and that he is looking for volunteers to help by going door-to-door
with dues collection.
- He introduced the
Neighborhood Watch Chairman, Don Faxon. Mike & Don stated
the need for additional volunteers to work with Don as an assistant
chair and block captains. Five additional people are needed in
all.
Mike introduced the evening’s
guest speaker, Dana Kauffman, who gave the following updates:
- Recognition of Tom
& Carolyn Collins for their work over the years with his predecessors
office, Joe Alexander and the SFDC. Tom & Carolyn are moving
out of the area and received a warm round of applause and thank
you’s from the crowd.
- The portion of Cold
Spring Lane upon which the barrier is built has now been discontinued
from VDOT maintenance, as approved by the Fairfax County Board
of Supervisors on September 11, 2006.
- The turn lanes proposed
for South Kings Highway onto Harrison Lane are proceeding through
the process and should be completed by the end of 2008. As this
project is funded through county bonds, it will be completed.
- Ground breaking for
a new parking garage at the Huntington Metro station will take
place on September 27. The new garage will add 500 spaces and
will connect the garages at the top (off North Kings Highway)
and the bottom (off Huntington Avenue).
- The county continues
to work the Army to resolve issues related to the BRAC. Most issues
remain unresolved including placement of the Army museum (although
a compromise seems near), use of the old GSA warehouse space in
Springfield, and completion of the Fairfax County Parkway.
- Finishing the last
two mile stretch of the Fairfax County Parkway through the Engineering
Proving Grounds continues to be a high priority for the county
as they work to resolve issues between the Army (land owner) and
VDOT (road builder).
- VDOT has lost its
funding for the widening of Telegraph Road between Hayfield Road
and South Kings Highway.
- Several new restaurants
in the Beacon Mall Plaza area are either under construction or
moving their way through the zoning process.
- His office has contacted
the county public works department to look into the recent electrical
fires caused by settling of the houses.
Dana brought to the meeting
with him Mike Congleton, Senior Deputy Zoning Administrator for
the Fairfax County Zoning Administration Division. Mike spoke about
his department’s initiatives, including the following:
- Zoning enforcements
biggest problem has become overcrowding in homes. In 2005 over
900 cases were reported in Fairfax County. In comparison, 500
cases were reported in Prince William County and 350 in Loudoun.
- On January 1, 2007,
the property maintenance inspectors who formerly worked for the
Fairfax County Health Department will transfer to the Zoning Division.
These inspectors, along with current staff, are being trained
in zoning, construction, and property maintenance matters and
have a green light to become more assertive in solving overcrowding
and maintenance issues.
- Bills have been introduced
in the Virginia Legislature to create a penalty including jail
time for non-compliance with zoning laws.

the meeting by thanking Dana and Mike and reminding everyone that
the next SCA meeting will be Thursday, January 18, 2007. Karen Lindquist,
manager of the Fairfax County Park Authority’s Historic Property
Rental Division will be the guest speaker.
