Message from the Chairman

Just two very quick items for you this month.

First, don’t forget to mark down our quarterly SCA meeting on Wednesday, March 15. Seeing as how we missed our December meeting, it will be nice to see everyone! Our meeting has been changed to Wednesday to accommodate our guest speaker, Master Police Officer Greg Kottemann. Greg will present his seminar on identity theft and what you can do to avoid it. As this is a fairly long presentation, our meeting will start at 6:30 versus the normal 7:30.

Second, we are getting closer to getting you Verizon DSL service. We are working on a test case here in Stoneybrooke and hope to have good news out to you within the next couple weeks.

Supervisor Kauffman

At first glance, it’s hard to say whether the County Executive’s proposed budget is more notable for what’s in it or for what’s not included. Off the top, I appreciate the priority given to a tax rate cut and to keeping the proposed “non-school” part of our budget increase to within half a percent of the rate of inflation. The County Executive has also recognized the need to expand the team inspection approach to zoning and health and safety related complaints initiated in Lee District as a response to our overcrowding complaints. For the first time, the budget elevates the need for services to our rapidly expanding senior population.

I have two concerns: our uncertainty over the direction of the housing market and the lack of priority given to traffic management. While this may not be a “housing bubble,” we are seeing houses on the market twice as long this year as last and the median price of housing is increasing at less than a third the rate we saw in 2005. In the face of this uncertainty, the Board can neither launch significant new services nor make significant cuts in taxes. It’s a flat beer taste that leaves you wanting something different but uncertain if you can swallow the alternative.

To add more focus to our transportation concerns, I supported an initiative to have the County play a larger role in demanding coordinated transportation management from new development. It’s not enough to say “trust us.” Folks have to see real commitments up front for getting people to telecommute or take transit. My colleagues also supported my request for a related initiative to give our staff the necessary resources to better assess the cumulative impact of development in a specific area. Today, we rely on consultants employed by the development community to analyze the impact of projects one case at a time.

Finally, the County Executive does recognize the need to bring closure to our commitment to set aside a financial reserve for times of severe economic stress. Fairfax County actually has the lowest reserve of any of the major jurisdictions in the country. The City of New Orleans only had a two-week financial reserve before Hurricane Katrina hit and as a result, had to lay off all employees but firefighters and police. We can’t afford to let that happen here.

Ride for the Dream
The weekend of June 10-11th, I will be riding for Team Navy* and joining over 800 cyclists to ride in the Wells Fargo MS150 Bike Tour. We will be cycling 150 miles in two days to raise money for the National Multiple Sclerosis Society and its mission to end the devastating effects of MS.

The National MS Society offers people with MS new hope and different dreams – hope for better treatment or even a cure, and dreams of new ways of living independently with this disease. By participating in the MS150 Bike Tour, I am helping to fuel these dreams.

You can help support my efforts. My personal goal is to raise $1000. I want to make a difference in the fight against MS! I hope I can count on you to help me reach my goal. We have already started training, but I’ll keep you updated on my training and let you know how my adventure turns out! I have just begun editing the web site below, stay tuned for improvements.
