Stoneybrooke benefits from the organization and leadership of the Stoneybrooke Citizens Association. The SCA is not an HOA and membership is encouraged, but voluntary. The SCA seeks to promote the interests of the residents and improve the community. It is only $20/yr to become a member of the SCA and this money goes directly back into making Stoneyrbooke a great community in which to live.

Articles of Incorporation
We, the undersigned natural persons of the age of twenty-one years or more, acting as incorporators of a non-stock corporation, adopt the following Articles of Incorporation for such corporation pursuant to the provisions of chapter 2 of Title 13.1 of the Code of Virginia:
FIRST: The name of the corporation is STONEYBROOKE OF FAIRFAX COUNTY CITIZENS ASSOCIATION, INCORPORATED.
SECOND: The purpose for which the corporation is organized shall be to promote the interests of the residents of Stoneybrooke subdivision in improving our community, and in promoting the growth and development of the children residing in Stoneybrooke subdivision, and in living in a friendly community.
THIRD: The corporation is to have members, who as established in the By-Laws, shall be residents of the Stoneybrooke subdivision and who have fully paid all dues.
FOURTH: Each member shall be entitled to one vote.
FIFTH: The manner in which directors shall be elected or appointed shall be provided in the By-Laws.
SIXTH: Provisions for the regulations of the internal affairs of the corporation, including provisions for distribution of assets on final liquidation are as stated in the By-Laws.
SEVENTH: The post office address of the initial registered office is 3904 Stone Mansion Court, Alexandria, Virginia (22306). The name of the county in which the initial registered office is located is Fairfax. The name of the initial registered agent is Mrs. Janet Kalivretenos who is a resident of Virginia and a director of the corporation.
EIGHTH: The number of directors constituting the initial board of directors is six (6) and the names and addresses of the persons who are to serve as the initial directors until the first annual meeting or until their successors be elected and qualified are: Richard E. May, 3902 Stone Mansion Court, Major Frank W. Curtis, 6830 Stoneybrooke Lane, Mrs. Janet Kalivretenos, 3904 Stone Mansion Court, Francis J. Lamarra, 3806 Stoneybrooke Court, Col. All of the lots in this Subdivision shall be subject to the following protective covenants which shall run with the land for a period of thirty (30) years from the date hereof, after which time said covenants shall be automatically extended for successive periods of ten (10) years unless an instrument signed by a majority of the then owners of the lots has been recorded agreeing to change said covenants in whole or part. Enforcement shall be by proceedings at law or in equity against any person or persons violating or attempting to violate said covenants to either restrain such violation or to recover damages therefore. Invalidation of any of these covenants by judgment or court order shall in no wise effect any other provisions, which shall remain in full force and effect.
Architectural Control Committee. No building shall be erected, placed or altered on any lot until the construction plans and specifications and a plan showing the location of the structure have been approved by the Architectural Control Committee as to quality of workmanship and materials, harmony of external design with existing structures, and location with respect to topography and finished grade elevation. The Committee’s approval or disapproval as required in these covenants shall be in writing. Mail applications to the Architectural Control Committee, Stoneybrooke Citizens Association, “Stone “Mansion,” 3900 Stoneybrooke Drive, Alexandria, 22306. In the event the Committee fails to approve or disapprove within thirty days after plans and specifications have been submitted to it, or in any event if no suit to enjoin the construction has been commenced prior to completion thereof, approval will not be required and the relative covenants shall be deemed to have been fully complied with.
Nuisances. No noxious or offensive activity shall be carried on upon any lot, nor shall anything be done thereon which may be or may become an annoyance or nuisance to the neighborhood.
Temporary Structures, Outbuildings. No structures of a temporary character, trailer, basement, tent, shack, garage, barn or other out-building shall be used on any lot at any time as a residence, either temporarily or permanently.
Location of Poles and Racks. No poles, racks, frames, or lines used for drying clothes, rugs or cloth shall be erected or installed on the premises in front of or at the side of any house or any of the said lots. All such poles, frames, racks or lines shall be erected or installed, if at all, in the rear or back yards. No poles or antennas used in connection with amateur radio transmission or reception shall be maintained on any lot unless first approved by the Architectural Committee under Paragraph 2 hereof.
Autos, Boats, etc. No autos, boats, airplanes or any device whatsoever shall be constructed or repaired in front or side yards or driveways, or in such other areas of the premises so as to be visible from a street. All commercial autos, trucks, trailers, boats, airplanes or other similar devices owned or being used by the owners or occupants of said property shall be housed and not allowed to be parked in front or side yards or driveways or in other areas unless they are entirely hidden from view from the front street; provided, however, this restriction shall not apply to vehicles and mechanical apparatus used in conjunction with building operations.
Signs. No sign of any kind shall be displayed to the public view on any lot, except one professional sign of not more than one square foot; one sign of not more than five square feet advertising the property for sale or rent; or signs used by a builder to advertise the property during construction and sales period. Easements are hereby reserved for such signs as may be placed on any of said lots advertising sales or directions by Stoneybrooke Associates Limited Partnership, its successors and assigns, provided, however, that such easement shall be null and void five years from date hereof.
Animals. No animals, livestock or poultry of any kind shall be raised, or kept on any lot except that dogs, cats or other household pets may be kept, provided that they are not kept or maintained for any commercial purpose.
Rubbish. No lot shall be used or maintained as a dumping ground for rubbish. Trash, garbage or other waste shall not be kept except in sanitary containers. All incinerators or other equipment for the storage or disposal of such material shall be kept in a clean and sanitary condition and shall not be visible from the street.
Corner Lots. No fence shall be erected on any corner lot without first obtaining the approval of the Architectural Control Committee. An in no event shall any fence, wall, hedge or shrub planting which obstructs sight lines at elevation between 2 and 6 feet above the roadways be placed or permitted to remain on any corner lot within the triangular area formed by the street property lines and a line connecting them at points 25 feet from the intersection of the street lines, or in the case of a rounded corner, from the intersection of the street property lines extended. The same sight line limitations shall apply on any lot within 10 feet from the intersection of the street property line with the edge of a driveway or alley pavement. No tree shall be permitted to remain within such intersection unless the foliage line is maintained at sufficient height to prevent obstruction of such sight lines.
Fences. No fence or enclosure shall be built upon or around any lot nearer to the street or avenue upon which the lot fronts than the rear line of the residential structure situated on the said lot, which rear line shall be determined by extending to each side line of said lot a line parallel to and contiguous with the rear outline of said residential structure. Fences shall not exceed 4 feet in height and that portion of any fence which faces a street or avenue shall be constructed entirely of wood or masonry and shall be of at least 40% open design unless otherwise first approved by the Architectural Control Committee under Paragraph 2 hereof.
Exterior Colors. There shall be no change made in the exterior colors of any dwelling on any lot for a period of five years from the date hereof.
Utility Easements. Easements for installation and maintenance of utilities and drainage facilities are reserved over the rear five feet of each lot.
Amendments. At any time after six (6) years from the date hereof, the then owners of two-thirds of the lots in said Subdivision may alter, amend or revoke any of these covenants by instrument in writing recorded among the land records of Fairfax County, Virginia.
Severability. Invalidation of any one of these covenants by judgment or court order shall in no wise affect any of the other provisions, which shall remain in full force and effect.
By-Laws
Section 1. Any person who is a property owner or the spouse of a property owner in the Stoneybrooke Subdivision, Fairfax County, shall be, upon payment of the dues required under Article II, a member of the Association with all the rights and privileges appertaining thereto.
Section 2. A lessee in occupancy, or his/her spouse, of property in Stoneybrooke Subdivision, Fairfax County, shall be, upon payment by the lessee or his/her spouse of the dues required under Article II, a member of the Association with all the rights and privileges appertaining thereto.
Section 1. The annual dues for membership in the Association shall be $20.00 per household for a full year’s membership. For new residents or returning absentee homeowners the dues shall be payable on a pro rata basis: Those becoming residents during the first six months of the membership year must pay the full membership, whereas those becoming residents during the last half of the year must pay $10.00.
Section 2. All memberships, unless renewed by the payment of dues, shall be terminated on December 31, each year.
Section 1. Each member shall be entitled to one vote.
Section 2. At all meetings, a member may vote by proxy executed in writing by the member. Such proxy shall be filed with the Secretary of the Board of Directors, before or at the time of the meeting.
Section 1. Composition – The Board of Directors shall consist of a Chairman, Vice-Chairman, Secretary, Treasurer, and Parliamentarian, elected at each annual meeting. Directors shall hold office until December 31 each year, and thereafter until his/her successor has been elected and qualified. Directors shall be members of the Association. A Director may be removed and replaced by vote of two-thirds of the members at any meeting or in accordance with the laws of Virginia. A Director may resign at anytime by giving written notice to the Association. Vacated Directors positions shall be filled by the election as soon as possible.
Section 2. Election – Each member of the Board of Directors shall be elected at the annual meeting by a simple majority of votes cast by Association members.
Section 3. Meetings – The Board of Directors shall meet monthly. Such meetings will be on notice to each Director and to each chairman of a standing committee. Chairman of the Standing Committees are required to attend all meetings of the Board of Directors and shall have the privilege of voicing their views with respect to any question, but shall not be entitled to vote. A simple majority of the Directors established by Section 1, Article IV shall constitute a quorum for the transaction of business.
Section 4. Manner of Acting – The act of the majority of the Directors present at a meeting at which a quorum is present shall be the act of the Board of Directors.
Section 5. Duties of Directors –
Section 6. Compensation of Directors – No officer shall receive compensation for any service he/she may render to the Association, but will be reimbursed for actual expenses incurred in performance of his/her duties.
Section 7. Indemnification of Directors –
The foregoing rights and indemnifications shall not be exclusive of any other rights to which the Directors may be entitled according to the law of the state of Virginia.
Section 1. An annual meeting of the Association shall be held at least once during the year.
Section 2. The Board of Directors shall call meetings of the Association as necessary to report on actions taken by it but not less frequently than once per year.
Section 3. Twenty members in good standing shall constitute the quorum required for transaction of any business.
Section 1. Standing and Special Committees shall be appointed by the Board of Directors. The Chairman of the Standing and Special Committees will be appointed by the Chairman of the Board and confirmed by the Association before becoming effective.
Section 1. These By-Laws may be amended at anytime by a two-third (2/3) vote at any meeting of the Association, at which a quorum is present.

Waste Removal
Stoneybrooke is not serviced by county waste collection, nor is there a community-wide contract with any provider. Each homeowner must contract with a waste collection service individually. Fairfax County maintains a list of permitted, residential waste collection companies.
Contacts for Problems and Disputes
Many problems can be resolved by simply discussing the issue with your neighbors. Before getting the County involved, please attempt to resolve disputes directly. Complaints to the County can be made anonymously, meaning the County will not release the name of the complainant. However, you will have to provide your name when making a complaint.
